This book begins by addressing two questions:

What was written in the text of the Constitution for the USoA in 1791?

What did the Constitution for the USoA mean in 1791?

The two questions are addressed in the book, but no attempt is made to answer them exhaustively. Instead, the questions are answered adequately to address two more questions:

What would a government that governed least do in 1791?

How would a government that governs least today compare to a government that governed least in 1791?

The conclusions of the book rest on the text of the Constitution and how its provisions apply to events contemporary to the framing. The Constitution's text was influenced strongly by events preceding the framing and exerted influence on events after the framing. The book shows how a few of those prior events influenced the Constitution as well as how the Constitution impacted later events.

Discussion in the book focuses on the Constitution’s text and early American history with only a few references to various court decisions. Discussion of cases and documents in Europe prior to the framing support the position advocated by the author, but they are not pivotal.

The book poses that the Constitution’s aim “to promote the general welfare” is synonymous with facilitating the pursuit of happiness. The book shows how a government that governs least under the terms of the Constitution can facilitate pursuit of happiness in a real way. The book makes clear the author’s position concerning both the extent of such a government’s activities and the limits of such a government’s activities toward this end according the author’s understanding of the Constitution.

A “language of liberty” is badly needed in the activist community. This book does not present an entire language; however, it introduces key concepts and applies a specific term to the concept. The same term is used with a decent degree of consistency throughout the text to refer to each specific concept. While the book makes no pretense of developing an entire “language of liberty”, it does offer a few terms to add to the common vocabulary.
